Facilities Human Resources supports the Facilities Division and is committed to providing top quality and best HR services and assistance to all Facilities employees.
FHR acts as a liaison to the university’s Human Resources department, providing those same services to our employees at the local level and focusing solely on Facilities staff and their needs.
Essential Job Duties
The Assistant Director of HR Operations will play a vital role in overseeing various HR operational functions and staff, including hiring, timekeeping, payroll, leave administration, records administration, performance management, benefits, process documentation, and position & salary management. This position requires a strong background in HR operations and a focus on process efficiency and compliance.
The Assistant Director of HR Operations will apply, communicate, and promote human resources procedural best practices that support the Facilities Division and the University in achieving stated goals and objectives. The Assistant Director will also adapt HR procedures to address changing situations, needs and/or deadlines. Work involves developing and maintaining productive and collaborative relationships and assessing and responding to clients needs. The Assistant Director of HR Operations will make decisions within policy guidelines; communicate policies, procedures and guidelines, evaluate patterns and recommend options. Expected to maintain confidentiality of all information. The position reports to the Director of Facilities Human Resources.
The Assistant Director of HR Operations assesses the needs of the work unit or project, determines any gaps and recommends changes in procedures, workflow and work assignments to improve efficiency and effectiveness in performance of individuals and the work unit as a whole. Position serves as an advanced HR consultant and expert that understands, interprets, and conveys university and division HR best practices to support employees, managers, and leaders with highly specialized HR operational needs. The position also serves as the primary unit affirmative action officer for all hiring actions. Oversees review of position postings, hiring proposals and classification and compensation revisions for compliance to University policy and best practices. Works independently and using University guidelines, the position develops ad hoc and/or customized training for classification procedures to address needs within the division or various units.
Other duties include:
- Oversee timekeeping and leave administration responsibilities.
- Support Timekeeper/Leave Administrator in the resolution of time/leave issues and securing light duty assignments as needed for employees’ on worker’s compensation restrictions.
- Manage Facilities Human Resources electronic personnel records administration which utilizes the OnBase database system.
- Develop and implement records management and ensure adherence to the university’s records retention policies and guidelines.
- Support the annual WolfPack Performance management process ensuring the timeliness of goal setting, performance reviews, and feedback.
- Collaborate with the University Benefits team (and benefits providers, if appropriate), ensuring effective communication and compliance. Assist employees with benefit-related inquiries and issues.

Minimum Education and Experience
- Graduation from a four-year college or university and two years of progressively responsible experience analyzing, interpreting, applying, communicating and promoting HR best practices in the context of organizational goals and objectives; or an equivalent combination of training and experience. Degrees must be from appropriately accredited institutions.
Other Required Qualifications
- Proven experience in HR operations and management, with a strong understanding of HR best practices.
- Thorough knowledge of labor laws and payroll regulations.
- Excellent organizational and project management skills.
- Strong analytical and problem-solving abilities.
- Ability to maintain confidentiality and handle sensitive information with discretion.
- Proficiency with HRIM software.
Preferred Qualifications
- PHR or SHRM certification preferred but not required.
