Program Manager, Principal - Health Equity

Your Role

The Blue Shield CA Promise Health Plan team is critical to the success of Blue Shield of California and the Medi-Cal business in realizing its goals and objectives. The Principal Program Manager, Health Equity will report to the Senior Director, Chief Health Equity Officer. In this role you will support the data and analytic strategies to ensure health equity is prioritized and addressed. Health equity efforts will focus on all lines of business across the enterprise, with a primary focus on Blue Shield CA Promise Health Plan. Your Work

In this role, you will:

  • Operate at a strategic business level to ensures projects/programs are in line with Blue Shield of California strategic goals
  • Consult with all levels including senior management, make recommendations, and influence decision-making
  • Engage and collaborate with cross-functional teams, subcontractors, downstream contractors, network providers and entities including but not limited to local community-based organizations, local health department, behavioral health, social services, child welfare systems and members in health equity efforts and initiatives
  • Leverage cross-functional internal and external relationships to drive data-driven equity initiatives
  • Determine key business issues, develop effective action plans and implement to successful conclusion
  • Develop systems and procedures aimed at identifying health disparities and improving health equity and reducing health inequities
  • Drive analytics to support interventions and programming designed to eliminate health inequities
  • Maintain disparity monitoring; prepare barrier analyses; track and evaluate the results of the targeted interventions designed to eliminate health inequities; prepare written reports
  • Align data monitoring procedures and programming for Promise Health Plan and the Blue Shield of California enterprise

Your Knowledge and Experience

  • Requires a bachelor's degree or equivalent experience; Master's degree with an emphasis in Public Health or Business preferred
  • Requires at least 10 years of prior relevant experience
  • Requires extensive experience directly with Health Plan (e.g., Quality Improvement and/or Management) managing and implementing state-mandated programs
  • Requires experience developing and implementing health policies and delivering on regulatory compliance
  • Requires strategic leadership experience with experience in provider practices, federally qualified health centers, community-based initiatives, public health, and/or youth focused program environment
  • Requires experience working with state partners (e.g., DHCS and DMHC) in an influential capacity on program and policy design and implementation
  • Working knowledge of NCQA HEDIS measures including understanding of technical specifications and Quality Compass to establish reporting and benchmarking

Pay Range:

The pay range for this role is: $ 136400.00 to $ 204600.00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
